(1) The
Ministry has to open the letters of intent or proposals in presence of the
persons submitting the letters of intent or proposals or their authorized
agents, at the specified place, time and date, execute a recognizance deed
and get it signed by them, as well. If there appears any defect while so

opening the letters of intent or proposals, that matter has also to be
mentioned in the recognizance deed.
(2) No action shall be taken on the letter of intent or proposal which
has been submitted without fulfilling the requirements referred to in these
Rules.
